UPDATE: Everyone now has a chance of becoming a YouTube partner if you have at least one video and you have an Adsense account so you can earn from the revenue. The application process has been abolished. Although there are certain Countries that aren't allowed entry into the Partnership program, so it is best to do a bit of research into this at YouTube itself.
